National Health Infrastructure
The Overarching Framework
This Initiative provides each participating nation's Ministry of Health with a Perpetual Irrevocable Royalty-Free Licenseto a Centralized National Health Data Information Management Ecosystem — all technologies integrated at the database level, encrypted at rest and in-transit, telemedicine-based and capable of stand-alone deployment.
What Is a Centralized National Health Data Information Management System?
Many nations have embarked on various architectures to achieve what is considered “the Holy Grail”of a National Health Data Management System — typically through Health Information Exchanges (HIE) wiring all health facilities via APIs (FHIR or other).
The inherent challenge of this approach is three-fold:
Operational
Achieving the goal of getting all healthcare facilities wired — an extraordinary operational and financial challenge.
Commercial
Getting "buy-in" for sending all patient data to the Exchange — often unsurmountable, as participation is typically voluntary.
Technical
Processing disparate data from different EHR/EMR systems while maintaining the integrity of patients’ longitudinal medical records.
How Global Care International Solved These Challenges
Global Care International had already developed an all-inclusive Telemedicine-based Patient Medical Records EMR System capable of generating and transmitting an HL7 Comprehensive Clinical Summary Report to any point-of-care provider with a single click — on Cloud or Mobile — and receiving data in any format including C-CDA, CDA, CCD, CCR, XML, and others, processed with 100% accuracy.
The remaining challenge was physical transport of data to remote providers without internet connectivity — solved by the development of the Smart Health & Identity Card Data Management System.
Platform Components
Digital Health Technologies
An integrated suite of telemedicine-based, agnostically interoperable technologies comprising a complete national health ecosystem.
Smart Health & Identity Card Data Management System
Consisting of: Micro-chip Smart Card with Biometrics, My Records Now Personal Records EMR, and Precision Medicine Population Health Analytics System.
The Smart Card provides absolute identity authentication through three factors: something they have (the card), something they know (username/password), and something they are (patient photo).

Includes
- ✓ Micro-chip Smart Card with Biometrics
- ✓ Client-Side Card Management App
- ✓ GCI Data Processing Engine (AI-based)
- ✓ Back-end Claims Reconciliation Engine
- ✓ SHCDMS 24/7 Technical Support Dashboard
Precision Medicine Population Health Analytics System

Check Vitals NowiOS & Android
Mobile remote monitoring and reporting of 12 physiological measurements from any location.
Government & Public Health
Value to Federal & State Systems
A national health data ecosystem delivers transformative, measurable value to governments, insurers, and most importantly — patients.
Real-Time Population Monitoring
Provides all Government Stakeholders the tools to access, monitor, and manage the health of the nation's population on a national, regional, and local level in near real-time.
(Think of the impact if this had been in place during the latest Pandemic?)
Reduced Medical Errors & Mortality
Measurably reduced medical error in care and reduced morbidity and mortality across all age groups. Complete longitudinal records mean doctors know what they need to know.
Elimination of Duplicate Services
Eliminates unnecessary duplication of services associated with prior procedures and diagnostics being unavailable when a patient visits a different health care facility.
Elimination of Healthcare Fraud
Eliminates all forms of healthcare fraud through a Back-end Automated Reconciliation System that compares medical service billings against medical services received by evidence of the data.
Lower Overall Cost of Care
Lowers the overall cost of care to all stakeholders — Public, Private and Individual — while expediting provider payments by 30–45 days sooner than existing reconciliation methods.
Reduced Travel Costs
Reduced cost associated with travel to distant healthcare facilities through Universal Telemedicine capabilities connecting all of the nation's care providers.
Empowering Rural Care Providers
Provides rural care providers with updates on diagnosis and treatment, and affords them real-time access to distant providers at tertiary hospitals during any medical emergency.
Improved Healthcare Worker Efficiency
Improved efficiencies of healthcare workers at all levels, directly increasing the number of patients receiving quality care across the nation.
Continuous Professional Development
A Universal Interactive Communication System providing continuous professional development and health education programs for all healthcare personnel nationwide.
Imagine Having a National Digital Health Eco-System Solution that Brings Value to All Stakeholders
